1. Ensure electronic attendance equivalence with traditional attendance: Confirm that synchronous attendance through virtual classrooms is equivalent to in-person attendance.
2. Achieve minimum synchronous attendance hours: Guarantee that synchronous attendance hours constitute no less than 25% of the course hours.
